As far as a solution goes you could either put the plate holder and plate back on, take the screw out and live with the hole, see if a 96-00 civic license plate hole blockoff won't work (depends on what color your Fit is), or get a brand new front bumper (that's only if you're made of money and absolutely can't live with having a hole dead smack in the middle of your bumper).

I find it outrageous that people would accept this terrible service. Why are they even putting that third bolt there in the first place? Did you ask them to do that? It's like advertising or spam. Don't put up with it. Take it back the them and insist that they remove and fix it at their cost.
